Harrisburg-area jail to unify its inmate management objectives with GUARDIAN RFID.

MAPLE GROVE, Minn., Feb. 1, 2018 /PRNewswire—GUARDIAN RFID, the global leader in inmate management and tracking systems, today announced that Lancaster Co. Prison in Lancaster, Pennsylvania—has selected GUARDIAN RFID for its detention facility to manage, monitor, and track its inmate population.

Lancaster Co. Prison holds nearly 1,000 inmates daily. Prior to choosing GUARDIAN RFID, the detention facility has been using inmate wristbands for visual identification purposes only. Lancaster Co. also uses paper logs, Guard1, a standalone guard tour system from TimeKeeping Systems, and Unified Case Management (UCM), a jail management system built on Microsoft Dynamics.

Like many detention facilities in the U.S., Lancaster Co. has been using a siloed approach to capturing inmate management and monitoring data, which makes it inefficient for staff to collaborate and communicate, and ineffective for supervisory staff to gain a complete understanding of operational awareness and compliance.

The prison recognized the need to unify their entire inmate management process, and centralize these responsibilities into a single platform that integrates with their existing enterprise software. Lancaster Co. needed a solution set that was customizable, durable, legally defensible, and Cloud-based. They ruled out QR code and barcode-based solutions, as well as iOS devices due to performance and functionality concerns, including lack of customizability.

Detention staff will be using Mobile Command running on SPARTAN, the ultra-rugged Android from GUARDIAN RFID, along with RFID Wristbands and hardened RFID tags to capture a wide range of inmate activities, behavioral observations, inmate movements, positive ID headcounts, programs attendance, and court transports. Mobile Command will also enable staff to capture image and video assets during cell checks uploaded to OnDemand, the GUARDIAN RFID Cloud. OnDemand will allow staff to gain real-time situational awareness, and monitor security round and positive ID headcount performance, while supporting a two-way interface with their jail management system, UCM.

Interfacing GUARDIAN RFID with its Enterprise Software

GUARDIAN RFID is deploying a two-way interface to the county’s jail management system, Unified Case Management (UCM), which is overseen by the County Commissioners of Pennsylvania (CCAP). The interface will enable detention staff to automatically share inmate information including housing assignments, mugshots, and other security-critical information, up-to-the-minute, while capturing inmate-specific events and activities in real-time. The interface will also enable data captured by GUARDIAN RFID to be automatically shared with UCM, built on Microsoft Dynamics.
