The Sandra Bland Act law requires corrections professionals to determine whether inmates suffer from mental illness and divert those who do to a mental health facility. The law also ensures that cell checks are properly done by providing funding for automated electronic sensors.

Signed into law in June 2017 by Texas Governor Greg Abbott, the Sandra Bland Act sees changes to bail reform, jail diversion, jail safety, officer training, racial profiling, data collection, officer discipline and behavioral health.

The new law stems from the death of Sandra Bland, a 28-year old woman from Illinois who died in the Waller County Jail days after being arrested during a traffic stop. Her death was ruled a suicide.

Webinar Moderators

Captain Daniel Quam, Jail Administrator from Fort Bend Co. Sheriff's Office, and Greg Piper, Senior Training and Implementation Specialist at GUARDIAN RFID, will moderate the 45-minute discussion on how to gain compliance with the electronic monitoring portions of the Sandra Bland Act and Texas Jail Standards. This includes data collection, reporting, and integration with a facility's existing jail management system.

Captain Quam is an 18-year veteran of the Fort Bend Co. Sheriffs' Office. He serves on multiple committees and is a lifetime member of the Texas Jail Association.

Greg Piper has over 15 years of correctional experience, having worked with the Kansas Department of Corrections and the Hamilton Co. Sheriff's Office Jail Division in Chattanooga, Tennessee.
